Role Overview
The Technology and Innovation (T&I) Ministry is seeking a senior Enterprise Data Platform Architect & Strategic Advisor to guide the evolution, enhancement, and sustained operation of the Government of Alberta’s (GoA) Azure-based enterprise data management platform. This role will define the strategic vision, roadmap, and execution plan for an enterprise-scale Azure and Databricks data ecosystem, ensuring alignment with organizational goals, data governance priorities, AI modernization efforts, and long-term digital strategy.
Working closely with Service Owners, Directors, and cross-functional business stakeholders, the architect will translate organizational objectives into actionable engineering strategies, lead enterprise adoption of the platform, and ensure delivery of trusted, secure, and scalable data capabilities across the GoA.
Key Responsibilities
Strategic Leadership & Advisory
- Define and maintain the multi-year strategic vision and roadmap for the enterprise Data Management Platform.
- Advise senior leadership on modernization investments, data governance maturity, and enterprise architecture alignment.
- Champion platform adoption by enabling self-service capabilities, standardizing data products, and improving usability for analytics, reporting, and AI teams.
- Serve as a strategic bridge between business priorities and technical engineering execution.
Enterprise Data Architecture
- Architect end-to-end cloud-native data solutions using Azure, Databricks, Delta Lake, Unity Catalog, and Medallion architecture patterns.
- Lead the design and development of scalable data ingestion, transformation, and orchestration pipelines using Databricks, Azure Data Factory, APIs, Event Hub, Functions, and related Azure services.
- Define and implement enterprise-wide frameworks for data governance, security, access controls (RBAC/ABAC), encryption, Key Vault management, and secure networking.
- Establish DataOps practices, CI/CD automation, and engineering standards across platform workloads.
- Optimize performance and cost efficiency across Databricks clusters, storage layers, and ETL workloads.
AI Enablement & Automation
- Identify and implement opportunities for AI-driven automation, including automated pipeline generation, intelligent monitoring, anomaly detection, and metadata-powered engineering.
- Conduct proofs of concept evaluating emerging Azure, Databricks, and AI technologies and recommend scalable implementation paths.
Team Enablement & Technical Leadership
- Mentor and coach data engineers, solution teams, and platform contributors to ensure strong engineering standards and consistent delivery.
- Provide architectural oversight to teams developing data products, AI workloads, analytics solutions, and enterprise integration patterns.
- Promote a culture of continuous learning, innovation, and engineering excellence.
Equipment & Work Requirements
- Resource must supply their own computer, compatible with Azure Virtual Desktop (modern Windows preferred).
- Work will be performed primarily remotely within Canada.
- On-site meetings in Edmonton may occur up to 3–4 times per month; travel and accommodation costs are not reimbursed.
Hours & Engagement
- Standard Hours: Monday–Friday, 08:15–16:30 Alberta time (excluding statutory holidays).
- Time reporting via Standard Monthly Timesheets.
- 100% remote work anticipated except for in-person engagements.
Mandatory Qualifications
- Bachelor’s degree in Computer Science or related field.
- TOGAF Certification.
- 4+ years advanced hands-on engineering with Azure and Databricks.
- 4+ years hands-on data design, development, and operational experience.
- 5+ years enterprise and solution architecture experience.
- 10+ years working directly with senior leadership.
- 5+ years integration experience with enterprise platforms (e.g., ServiceNow).
- 5+ years leading or mentoring data engineering or analytics teams.
Preferred Experience
- 10+ years working with business or government clients.
- Experience with enterprise geospatial solutions and Esri ArcGIS.
- GitHub version control experience.
- Applied AI/ML experience in data engineering.
- Background in BI, analytics, or visualization platforms.
- Experience with environmental datasets.
- Strong applied data modeling and metadata management expertise.
Additional Requirements
- Standard background check.
- Completion of mandatory GoA training (FOIP, Security Awareness, etc.).
- Three professional references performing similar work.
