Job Description
MAIN FUNCTIONS
We are seeking an experienced Environment & Regulatory Advisor – Groundwater to support operational activities by leading groundwater programs, major regulatory approvals, technical assessments, and ongoing compliance obligations. This role serves as the groundwater subject matter expert (SME) for subsurface operations and plays a key part in shaping regulatory strategy, program execution, and stakeholder engagement.
This position is responsible for stewarding complex groundwater programs, coordinating multi-disciplinary teams, engaging Indigenous and local communities, and ensuring compliance with applicable environmental legislation, water and waste regulations, dam safety requirements, and internal corporate standards.
KEY RESPONSIBILITIES
Groundwater Technical Leadership
- Serve as the Groundwater SME for Cold Lake Operations within the Sustainability North organization.
- Lead operational groundwater monitoring programs, including casing failures, shale anomalies, GEW baseline programs, and low-pressure steaming pad monitoring.
- Provide technical oversight, interpretation, and recommendations for groundwater data, aquifer evaluations, potable water sampling, and soil/water sampling programs.
Regulatory Compliance & Reporting
- Lead annual regulatory reporting for EPEA, Water Act, and Waste approvals.
- Develop, review, and submit technical reports including:
- Record of Site Condition (RoSC), Remedial Management Plan (RMP), Remedial Action Plan (RAP), Conceptual Site Model (CSM), Groundwater Management Report (GMR), and Water Act Annual Reports.
- Manage regulatory interface with AER and other agencies, including clarifications, submissions, amendments, and technical discussions.
- Support Dam Safety regulatory obligations including lagoon commissioning, DSR contributions, and required amendments.
Program Coordination & Execution
- Manage long-scope groundwater programs including budgets, consultant scopes of work, and internal cross-functional coordination (CMP, WWMP, E&PS, Advisian).
- Review and approve work orders, scopes of work, sampling plans, and consultant deliverables.
- Oversee Thermal Mobilization program requirements: pad screening, receptor evaluations, well design, and regulatory submissions.
Community Engagement
- Support socioeconomic engagement, contaminated site discussions, and Indigenous/community relationship building. Prepare and deliver technical groundwater presentations in plain language to community.
SKILLS AND QUALIFICATIONS
- 7+ years of experience in groundwater monitoring, regulatory compliance, or environmental program management (in situ experience preferred)
- Applicants must possess a degree in Hydrogeology, Geoscience, Environmental Engineering, Earth Sciences, or similar discipline.
- Strong understanding of Alberta regulatory frameworks (EPEA, Water Act, Dam Safety, Waste, AER directives).
- Demonstrated experience interpreting groundwater datasets and technical reports.
- Excellent communication skills, particularly in regulatory engagement and community interfaces.
- Ability to work collaboratively with operations, technical specialists, consultants, and regulatory bodies.
• Strong organizational ability to manage multiple complex programs with recurring deadlines.
