Job Overview
- The Project Manager leads, administers, and coordinates assigned multidiscipline projects from initiation through closeout, ensuring full compliance with Project Management and Contract Management governance. Responsibilities include directing matrix execution teams, managing all project documentation, and maintaining process adherence throughout the lifecycle.
- The role organizes, coordinates, and controls all stages of project management, applying approved phase‑gating, integration, scope, schedule, cost, change, estimating, communication, reporting, and risk processes. It ensures project objectives for safety, quality, budget, and schedule are met, and that commitments are delivered as planned.
- Key duties include contributing to project background development, scope and constructability reviews, and Business Case Submissions for senior management and Board approval. The Project Manager prepares and coordinates all project information, reviews and accepts project charters, and initiates scopes of work, estimates, schedules, risk plans, management plans, gate packages, and contract performance specifications. They develop cost and schedule control structures and gather stakeholder input to ensure requirements are fully captured.
- The role arranges and negotiates required approvals, licenses, permits, and clearances; defines labour requirements; coordinates design clarifications and changes; and participates in preparing specifications, bid packages, tender evaluations, and purchasing recommendations. The Project Manager leads meetings with designers, suppliers, construction, and operations, maintaining close liaison with field teams on design, schedule, cost, and related issues.
- They provide regular reports to management, monitor and evaluate cost and schedule performance, manage changes, review variances, recommend corrective actions, and assess project risks with mitigation plans. Additional responsibilities include resolving issues affecting scope, schedule, and cost; ensuring Contract Management activities are completed; recommending additional cross‑functional resources; and ensuring roles and requirements are clearly communicated.
- The Project Manager maintains communication with internal and external stakeholders, regulatory bodies, and agencies, and chairs project meetings. They guide discussions with staff, contractors, manufacturers, and suppliers to meet project objectives. They coordinate turnover documentation, address deficiencies, and visit sites, manufacturers, and suppliers as required, including locations outside Canada.
- The role applies knowledge gained from site observations to organizational practices, keeps project parties informed of current construction, budgeting, estimating, and scheduling practices, and maintains awareness of corporate procedures. They ensure process compliance and advise supervisors when compliance cannot be achieved.
- The Project Manager may participate in programs to dispose of surplus equipment, meet with potential buyers, and promote available assets. They maintain awareness of technological advancements in project management, engineering, and construction, review technical publications, and communicate with internal and external project management counterparts to discuss improved processes and methods.
- When required, the role includes supervisory responsibilities: assembling job information, planning work, assigning tasks, providing direction, and checking and assuming responsibility for issued work.
- Line Management must review organizational alignment and consult HRBP for rating validity before assigning employees to this role.
Qualifications
- Requires a knowledge of project management principles, specifically the 5 primary project phases (Identification, Initiation, Definition, Execution, Closeout).
- Requires a knowledge of economics and business principles to provide project cost estimates and forecasts.
- This level of knowledge is normally acquired by successful completion of a 4-year university degree in an appropriate area plus completion of post-secondary courses in project management and business economics as it relates to project and asset management or by having the equivalent level of education.
- Requires the following experience, knowledge and abilities:
- Project management, specifically, experience in developing project requirements and plans, preparing cost estimates, participating in request for proposal and contract bidding and award processes, managing projects in execution phase, and managing project closeout.
- Managing conflicting priorities of scope, schedule, cost and quality.
- Familiarity with equipment and processes in generating station or similar heavy industry.
- Solving problems and providing guidance.
- Knowledge of cost accounting and forecasting as it relates to project management.
- Knowledge of commercial contracting methods, contract management, construction methods, codes and standards, quality assurance and health and safety.
- Strong organizational skills.
- Experience and ability as a team player to understand and manage the interrelationships of various internal and external groups in order to facilitate objectives and ensure projects satisfy stakeholder requirements.
- Experience and knowledge related to environmental protection and associated concerns.
- Excellent interpersonal and communication skills.
- Experience in managing projects of increasing complexity is considered a necessary requirement.
- Project complexity would normally be defined by multiple-contract, multiple stakeholder projects with schedule constraints.
- A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
