Job Title: Senior Project Manager – Project Controls & Contracts

Location: CHQ 1908 Colonel Sam Dr., Oshawa (Hybrid – 2 days remote)

Position Overview
We are seeking a Senior Project Manager – Project Controls & Contracts to lead and oversee complex, multi-contract industrial projects. The ideal candidate will combine strong project management expertise with advanced project controls and contract management skills to ensure projects are delivered on schedule, within budget, and in compliance with quality and safety standards.
Key Responsibilities

Project Controls & Governance
  • Develop and maintain project schedules (Gantt, critical path) and cost structures (budgets, forecasts, Earned Value Management).
  • Implement scope-control processes, change-control boards, and approval workflows.
  • Monitor performance against baselines, identify variances, and drive corrective actions.
Project Management Lifecycle
  • Lead project phases including Initiation, Definition, Execution, and Close-out.
  • Prepare business case submissions, project charters, gate-package deliverables, Work Breakdown Structures (WBS), risk registers, and communication/management plans.
Contract Management
  • Manage full contract lifecycle: RFP preparation, bid evaluation, negotiations, award, and administration.
  • Ensure vendors comply with schedules, quality, safety, and payment terms.
  • Manage change orders, claims, and contract close-outs.
Performance Measurement & Reporting
  • Design and maintain project dashboards tracking KPIs such as SPI, CPI, milestone attainment, change orders, and risk mitigation.
  • Report weekly and monthly performance updates to senior management and the Board.
Risk & Change Management
  • Facilitate risk workshops, quantify risks, and maintain mitigation plans.
  • Manage changes in scope, schedule, and costs effectively.
Stakeholder & Communication Management
  • Lead project status meetings with internal/external stakeholders, regulatory bodies, and agencies.
  • Chair pre- and post-award coordination meetings with designers, suppliers, contractors, and field teams.
  • Ensure timely and clear communication of project scope, schedules, costs, and contractual obligations.
Qualifications
Education & Professional Credentials
  • Bachelor’s degree in Engineering, Construction Management, Business, or a related field.
  • Post-graduate coursework in Project Management, Project Controls, or Business Economics preferred.
  • PMI-PMP, AACE CCP, or equivalent certifications preferred.
Experience & Skills
  • 6–8+ years managing large, multi-contract industrial projects (power generation or heavy industry).
  • Proven expertise in project controls (EVM, cost forecasting, schedule management) and contract lifecycle management.
  • Experience developing executive dashboards, scorecards, and KPI reporting.
  • Strong knowledge of construction methods, codes, standards, quality assurance, and HSE compliance.
  • Exceptional stakeholder management, negotiation, and communication skills.
